Unpaid CC fines soar

The cost of embassies evading the congestion charge in central London has soared by 40 per cent in a year, amounting to £5 for every Londoner.

While some embassies have resumed paying the charge after discussions with the FCO, many diplomats claim the charge is a local tax from which they are exempt.
