Portugal celebrated its national day on a hot summer’s day and the Residence of Ambassador Antonio Santana Carlos was buzzing with anticipation appropriately over the Irish vote on the Lisbon Treaty the next day. A group of eager heads of mission ensnared David Cooney, the Ambassador of Ireland, the second he entered the room, quizzing him on the vote. “It can go either way,” he told Embassy. And unfortunately for Europhiles, it went the wrong way.
